In order for me to assist you better, please provide me with a DxDiag* report. Please follow these steps to generate it:
1. In the keyboard, press WinLogo key + R.
2. In the Run box please type dxdiag and hit Enter.
3. Click on Save All Information (save it in your desktop).
4. Attach the .txt file that was generated. To attach a file, you must click the “Attach” option on the bottom right-hand corner of the response box.
Then, if you do not mind, can you please share a video of the issue that you are having? In addition, please share with us the version of the Power Director* that you are using and, the browser where you are reproducing the video.

I have attached the DxDiag report, screenshot of my version of Cyberlink Power Director 16 and the Power Director project file. I packed the project as well but can determine how to get that in the attachments.
If any of these enables you to view the project you will see the produced video in the media library and you can also see how the media behaves in the timeline /edit mode. You will be above to observe see clip before and after production and you can also view the original clip purchased from Pond5.
Again, the problem is that the produced video is choppy/jerky while the original Pond5 footage and that footage in the edit mode /pre-production is smooth.

There is a newer version of the Intel® HD Graphics graphics for your system (ver 6136). Click here to download the drivers and, in order to complete the installation, please follow the steps listed in this link: https://www.intel.com/content/www/us/en/support/articles/000005629/graphics-drivers.html
Furthermore, I can see that your system has an AMD* Radeon* Graphics card. Is this discrete card being used in the Power Director software or the Intel® HD Graphics? You can check that on the AMD* Control Panel.

Let us try the following:
1. Right-click on the Desktop and select AMD* Radeon™ settings
2. Click on Preferences
3. Click on Radeon™ Additional Settings
4. Click on Switchable Graphics Application Settings
5. Click on Add Application
6. Select your desired software
7. Change Graphics Setting to High Performance
8. Click on Apply
By doing so, you will run the software with the AMD* controller. Let me know if the issue is presented with the Radeon* graphics.
In AMD Radeon settings I reached the step "Preferences" but could not go to the additional steps you directed.
On the Preferences screen there was no option for "Radeon Additional Settings". I have attached a screenshot of the options in the Preferences Screen.
How do I get to Radeon Additional Settings, etc.
