If you are thinking about upgrading your laptop processor to an i7-7700T, you need to contact the laptop manufacturer and ask them what processors are supported BY THEIR BIOS.
Then, you can select from those processors.
And, that is only if your laptop processor is not soldered to the motherboard.
The rest of your questions are not relevant.
Or, you can just purchase a laptop that has an i7 7th gen processor and avoid all the questions.

So our technical team is working on it, and we found that temperature is one of the major important criteria for performance in non-AC environments.
Moreover, in due course the fan of the laptop and the heat sink gel wears out. Hence, the watt consumption is a very important criteria, as far our knowledge.
