First, run the Intel® Processor Diagnostic Tool and attach the report.
Then, scan your system using the Intel® System Support Utility. Follow the steps below:
1.Download the Intel® System Support Utility and save the application to your system.
2.Open the application and click Scan to see system and device information. The Intel® System Support Utility defaults to the Summary View on the output screen following the scan. Click the menu where it says summary to change to Detailed View.
3.To save your scan, click Next and click Save. You can save the file to any accessible location on your computer.
4. Attach the report to this thread.
Finally, please provide the games that you usually play.

Because the issue started yesterday, I wonder if you changed the BIOS settings or if you noticed any recent update in your system that may have impacted the performance of your processor.
By reading the report attached, it is true that your processor is not even running at the base frequency. First, try resetting your BIOS settings to default values and test the performance of your system. This should result in better performance.
Now, because BIOS may limit the maximum frequency of your processor, it is recommended to have it up to date. I was checking the system report attached, and it seems that there is an BIOS udpate available in your computer manufacturer's support website.
A BIOS update may resolve this issue. We do not recommend a BIOS update without the manufacturer's advice since there may be some risk. I recommend you to contact your system manufacturer to confirm whether a BIOS update is required at this point.
I believe the issue started between morning and afternoon. During that time, my computer was running, but I didn't touch anything since I was working. Indeed there was a Windows update earlier but I don't think it caused the issue.
I already reseted the BIOS but it didn't change anything.
I believe the issue is coming from CPU throttling due to my thermal paste. Since my laptop isn't that old, I didn't thought about it. I'll try changing it and come back here afterwards.
