    Wrong video brightness in Windows 10 "modern" apps and Chrome

      Provide a detailed description of the issue

      videos in Windows 10 "modern" apps and Google Chrome are rendered more bright than it should be

      Hybrid or switchable graphics system?
      ie Does it have AMD or NV graphics too?


      Make and model of any Displays that are used to see the issue (see note2 below).

      How much memory [RAM] in the system (see note2 below).


      Provide any other hardware needed to replicate the issue.

      VBIOS (video BIOS) version. This can be found in “information page” of CUI (right click on Desktop and select “Graphics Properties”.


      Graphics Driver version; for both integrated Intel and 3rd party vendors (see note2 below).

      SW or Apps version used to replicate the issue.

      Windows 10 built-in Movies & TV app and other "modern" apps

      Google Chrome 66.0.3359.181

      How to repro

      Please provide steps to replicate the issue.  These steps are very crucial to finding the root cause and fix.
      A screenshot to illustrate the issue is a huge plus. A video of the failure is even better! Attach to the post or provide the YouTube link.

      1. open a video file with Movies & TV app
      2. compare with that file opened with Windows Media Player (or other classic desktop video player app)
      3. resize the Movies & TV window and there will be some glitches
      4. open start menu or action center and there will be some glitches
      5. open OBS software, add a desktop capture, the video goes correct
