single core missing /sys/devices/system/cpu/cpu38/cpufreq

I was checking the setting for scaling_governor on several production servers and noticed a few servers seemed to be missing a core[0]. While troubleshooting I noticed that the "missing" core was not missing or disabled[1], it was missing the directory for cpufreq/scaling_governor[2]. This seems to be the case on 3 of my HP DL380 G9 servers with Intel(R) Xeon(R) CPU E5-2660 v4 @ 2.00GHz running Red Hat Enterprise Linux Server release 7.4 (Maipo). Any idea of the cause and what the default behavior would be while missing this directory and config?

cat /sys/devices/system/cpu/cpu*/cpufreq/scaling_governor | wc -l

55 (*should be 56)

[1]

cat /sys/devices/system/cpu/cpu38/online

1

[2]

cat /sys/devices/system/cpu/cpu38/cpufreq/scaling_governor

cat: /sys/devices/system/cpu/cpu38/cpufreq/scaling_governor: No such file or directory
