Kindly clarify the following :
1. Were you using Dev Cloud ( c009)?
2. Was your SSH key loaded into the Pageant when you tried WinSCP?
3. Were there any issues while installing WinSCP?
Go to Advanced settings of the WinSCP session, there go to Connection->Proxy (proxy type - local) and use the Browse button to navigate to the plink.exe executable. Replace “plink” with this full path like below. After that it works:
"C:\\Program Files\\PuTTY\\plink.exe" -nc %host:%port

Below steps as instructed ...
Under "Telnet command or local proxy command", enter:
plink firstname.lastname@example.org -nc %host:%port
