What operating system? If Windows 10, your Sandy Bridge processor is not supported.
Also, if Windows 10, your graphics are not supported.

Your processor is not supported on Windows 10. This does not mean Windows 10 will not run.
But, you are on your own and at the mercy of Microsoft.
Regarding uninstalling turboboost, you will need to wait for one of the intel support staff to respond.
Do yourself a favor and get a new(er) system.

I understand you are trying to uninstall Intel® Turbo Boost, let me help you.
Please try the following steps:
Go to Windows* Control Panel -> Programs -> Uninstall a Program and uninstall any previous version of Intel® Turbo Boost Max Technology software.
Reboot the system.
If this fails, this means you have a registry problem and since you have a second generation processor, I would recommend reinstall a supported operating system.
