You need to ensure that you have installed the very latest BIOS and very latest drivers that Toshiba has made available for your laptop. Do not use drivers from Intel's site; use only drivers from Toshiba's site.
Now, if, when you attempt to install the Intel HD Graphics driver, it says that the version already installed is newer, tell it to replace it anyway. After a reboot, if the problem is gone, you will know that the problem is as a result of a newer Intel HD Graphics driver being installed by Windows Update. This is an issue that you then need to discuss with Toshiba support people; it is likely that their BIOS is incompatible with the newer driver and needs updating.
