Even though you mentioned that you already tried to re-install the graphics driver, please try to install driver version 4242, look for VGA on the link below:
Which video port are you using for the second monitor?
Did you try to disconnect and re-connect the monitor?
Are you using adapters or converters to attach the second monitor?
If the problem persists, please provide the SSU report so we can verify a few details about your system:
Also, while the second monitor is connected to the PC, please gather the graphics report:
