Looks like system is encountering a fatal error like a BSOD during shutdown. Try deselecting "Automatically restart on System failure" option in Startup and Recovery. This will make the system stop and display the error instead of restarting. That error will be the lead.

I had a second look into bios settings - nothing relating to the above?
(Be aware that the update of bios was done by others, I am just an end user!)

This is now getting silly!
If I switch off my monitor after selecting shutdown, my computer switches off completely. (Graphics card ATI 9600Pro)
I then switch on monitor and watch as my computer starts unaided (without pressing 'on button'?

My two systems with the D865PERLL motherboards had the same issue with that version of the bios. Downgrade to the RL86510A.86A.0085.P19 version of the bios and that should fix your issue.
