Have you tested different driver version? Perhaps version: Download Intel® Graphics Driver for Windows* [15.40]

We checked with few versions - 220.127.116.1124 and 18.104.22.16803. Problem persists on both of them. We will double check with Download Intel® Graphics Driver for Windows* [15.40]

I was double checking the hardware acceleration capacities that this processor offers and noticed that Haswell processors do not offer Hardware Decoder support for H.265 (HEVC), thus Intel® QuickSync is not applicable. So, you are observing (just white video) is the result of slow decoding performance due to the decoding being done via the CPU.
