The D415/D435 specs say that a Skylake CPU is a minimum requirement. Is this true, or will they still work on older generation CPUs?

Connecting the D400 Series cameras to any other platform is not supported.
NB this suggests it's a testing / validation issue, not a hard requirement. (I did see this on yet another min spec page, but can't find that again).

I learned today that the new 400 Series cameras are compatible with any Intel or ARM processor - chip architecture does not matter any more. The only hardware requirement is a USB 3.0 connector.
