I understand that the system was working fine with the previous Windows Version, have you contacted Microsoft* to let them know about this issue?

I have a similar problem Age of Empires 3 - flickering / tearing with latest HD4600 driver
I found that rolling back the driver to an older version fixed it. So I don't agree that it's a problem with Windows, I think the latest version of the driver is buggy.
I was double checking on your case and I would like to know if the troubleshooting steps mentioned on the post above were helpful for you.
I'm facing the same problem while playing Counter-Strike: Global Offensive fullscreen without vsync.
I have the latest driver 188.8.131.5235 with HD 4600 (i5 4690).
This user is also experiencing the exact same issue as me -> HD 4600 - Screen Tearing/Flickering
The problem goes away if I turn on Double or Triple-Buffered Vsync but this introduces noticeable input lag.
It manifested right after I updated my desktop to Windows 10 1709 (Creators Update). This may indicate the driver's incompatibility.
I've attached the output of DxDiag.
