I am sorry to hear you still have same problem.
I was able to run a lab using same Intel® NUC model and installed Windows® 10.
I did not get same problem and I tried the following:
1. Fresh operating system installation
2. I updated the operating system to the latest Fall Creators
3. Intel® NUC drivers updated
I did not get same PCI communication issue.
