The main difference between these two versions relies on the following documents:

You can use any of these versions, each one include different fixes and features. So, check the documents and based on that you should be able to choose which one is the best for you. One more thing, these are generic versions of the Intel® Graphics Drivers and we recommend using drivers from your computer manufacturer. The computer manufacturer can offer customized versions of the Intel Graphics Drivers for your particular computer model.

I'm pretty certain that the question is actually about
i.e. the issue that there are two numbering systems, one by Intel and one by Microsoft.
If speaking about the two specific driver versions, then actually 4771 is branch 15.46 and 4849 is branch 15.60.
