In regard to this scenario, the problem could be related to compatibility between the PC and the TV, normally that happens when you try to connect a device that is not that new, such as the DX4860 with a new device like in this case the LG LED TV.
Additionally, there are some TV’s that allows you to do a firmware update on them, you can always visit the manufacturer’s web site to check on that:
Same thing with the DX4860, we recommend to install the graphics drivers provided by the manufacturer of it, I looked for them but for some reason there are no results when I enter the model you gave us:
At this point if you have the option, you can always try a different HDMI cable or a different monitor, if it works with a different TV or monitor that will indicate it is a compatibility problem, also you can try to test the device using just the TV that it is not working in a single configuration.
Since the DX4860 works with the Intel® HD Graphics 2000, we also can try to install the drivers available in our web site, remember there will be no drivers for Windows® 10, so if you are using that Windows version, this kind of scenario might be expected:

The TV using the same HDMI cable works fine with my macbook. It seems to be a compatibility problem. I can make it work TV work with My DX4860 if I install the new drivers, it works great till I put the computer to sleep or restart the computer, it then will not work any more. If I then roll back the drivers it works with the TV until I restart the computer again. Back and forth I go every day. So I update driver or roll back the drivers every time I turn on the computer and it works fine. A bit annoying to do that everyday but for the time being it works.

We are sorry to hear the issue persists, and as you mentioned it seems to be a compatibility problem, in this case that will be the workaround to make it work since it is very unlikely there will be newer graphics drivers for the Intel® HD Graphics 2000 controller.
