Tested on computers:
HP EliteDesk 800 G2 SFF with Core i7-6700, with Windows 10 1703 (15063.726)
HP Compaq Elite 8300 with Core i5-3470, with Windows 7 SP1 (I know that this processor is not vulnerable, but the application produces a similar error)
Application Intel-SA-00086-console.exe version 184.108.40.206, run with administrator's rights. CommandLine.dll in same folder and version 220.127.116.11

Make sure that you are running the right version: Download Intel-SA-00086 Detection Tool. The second version of the tool is a console executable that saves the discovery information to the Windows* registry and/or to an XML file. This version is more convenient for IT administrators wishing to perform bulk discovery across multiple machines to find systems to target for Firmware updates.
I have just downloaded the discovery tool from your link and we are getting the same error when trying to run batch file as admin.
We use SCCM in our organisation and wanted to deploy to all our systems.
The command I'm using is:
"%~dp0\DiscoveryTool\Intel-SA-00086-console.exe" -n -c -f -p "\\FolderPath\logs\Intel_SA"

I know that the console version of the application is designed for mass installation.
My task is to test several thousand computers for a vulnerability.
I downloaded the latest version of the application from your link and the error is repeated.
Running an application with or without parameters causes an error "Error: The file 'CommandLine.dll' authentication has failed."
I was seeing the same thing until I set the current working directory prior to running the executable. I don't think it has anything to do with permissions.

Isn’t correct that Intel SA-00086 Detection Tool gui/console only running on a Windows OS English language.
I found out that the tool is not running on a Windows OS Dutch language, change to English no problem
Processor Name: Intel(R) Core(TM) i7-4710MQ CPU @ 2.50GHz
OS Version: Microsoft Windows 7 Professional English
Intel SA-00075 Detection Tool gui/console is working on Windows OS Dutch language but it create not correct registry entry's
So SA-00086 Detection Tool is not MUI, correct?
