Description
Provide a detailed description of the issue
Driver 4849 made downgrade of Vulkan to 1.0.0, programs that check level of API does not run. Intel control panel reports 1.0.0 level on 4849 driver instead 1.0.61.
Please place an X to the right of the option showing how often you see this issue using specific steps. (Ex: 'Every few times a game is started it flickers.' <- This would be "Often")<p>

Hello Parapele,
We are about to proceed with a laboratory test to replicate this issue.
In order to reproduce this issue, should we just launch the emulator without loading any ROM? Can you point us to a place where we can obtain a legally approved ROM?

Hi! You don't need games. Xenia don't will launch at all, it will make xenia.log in folder with exe after error message. RPCS3 will launch but in GPU option Vulkan missing on 4849. Screenshot was made on 4815.

Hi! I just want you know that i just made update of Windows to 16299.64 version and decide install 4849 driver again and nothing change.
New diagnostic files from new version of Windows and 4849 driver.

We tried to replicate the issue in our laboratories, but we did not get the expected results. The emulators did not work properly, but we did not get the same results as you.

Hello. It's a strange that you said "emulators did not work properly", they work or they don't. If driver upgrades Vulkan version up to 1.0.61, emulators will work properly, and i pretty sure its your case. If Xenia launches - its working. If RPCS3 in option has Vulkan - its working. You not can just put Blu-Ray disk and play games, read https://rpcs3.net/quickstart FAQ please. I found http://vulkan.gpuinfo.org/displayreport.php?id=2172 this, looks like its a scan Intel HD 530 with 4849 driver and it actually has 1.0.61 version of Vulkan, why driver downgrades for me... I can't believe, am alone with this problem. I have exactly the same issue on my i7-7700k with HD Graphics 630. Vulkan reports 1.0.0 which is clearly a bug on Intels side.
