In order to try to fix this problem, did you try to install the graphics driver provided by the manufacturer of the motherboard?
You mentioned you already installed the latest graphics driver version for the Intel® HD graphics 610 controler, just in case here is the link to download it, version 4849 for Windows® 10:

Which Windows version are you using?
Are you sure the DVI to VGA adapter and the monitor are working properly?
Besides the VGA port on the monitor, is there any other video port that we can use to rule out a possible problem with the port?
What is the model of the monitors? Please specify which is the one that it is currently working.

Sorry for the late response. I found out actually that the converter is bad and I'm going to replace it. I first did the steps you mentioned and it still didn't worked, so I checked the converter on a friends PC and neither there it worked so now I ordered a new converter. When I install the new converter I will redo the steps above and if something occurs I will let you know.
