Hello zillon,
Thank you for joining the Graphics Community. I can sure help with this matter.
Are you able to access the Intel® HD Graphics Control Panel and set this resolution? Check our documentation for the Customer Resolutions: https://www.intel.com/content/www/us/en/support/articles/000005540/graphics-drivers.html Custom Resolutions and Modes for Intel® Graphics Drivers

i checked this and it doesn't appear to help
I need to probably chnge the inf file to only allow 1 resolution for a large install base of PCs
I can't find information on how to modify the inf to setba specific resolution - I don't want plug and play for to have all users use the properties individually

I am sorry to hear that!
Unfortunately, from our end there is no documentation on how to change this file. However, you could try creating a Group Policy in Windows, with this users cannot use Control Panel to add, configure, or change the display settings on the computer. Check more details and examples here: https://technet.microsoft.com/en-us/library/ee617168%28v=ws.10%29.aspx?f=255&MSPPError=-2147217396 Group Policy Settings for Display in Control Panel
