I would like to address your Dec 28 post. You say "From our side we did the following steps and were unable to reproduce the issue:"
I would just say that 99% of the people saying they have trouble do not describe their issue in the way you tried to duplicate the issue.
We are saying that the majority of us were happy with Intel Turbo Boost Max Technology 3.0 because before being forced by Microsoft to download
the Fall Creator's Update the Turbo Boost Max application would load, launch a splash screen showing that it had loaded, and then the splash screen
Now after updating, every time we start our PC's your Intel Turbo Boost Max Technology 3.0 application splashes onto the desktop and stays there. Only one
person I think said that they could not minimize the application.
You are manually launching the application and clicking the minimize button.
Please address this issue that 99% of us are asking your help to fix. I'm sure this issue is affecting millions of Windows 10 users who can't imagine how to look into the issue.
Here is me hoping for an answer to this issue

I think this problem relates to a new feature of Windows 10 1709 -- automatically run the applications at startup that doesn't closed at last shutdown.
For example, if I quit Intel Turbo Boost Max Application manually before restart my PC, the Intel Turbo Boost Max control pannel won't come out after the startup.
So I think this is the key reason.
Most of PC users have another programs (which have GUI) running in background, but this issue affects only ITBM.
And after over three month we have no solution.Only blurrish promises to look into this problem more closely. Perfect.
But after the recent story with Intel ME and Intel VT-x i am not surprised.
We can see now, how is the real quality of Intel hardware ,software and support.
You are talking about opened applications.
But we are talking here about agent in system tray, which is minimized before system shutdown and must stay minimized after OS start.
It may be a bug on Microsoft side, but we are deserve to have an official statement from Intel about this issue and worthy solution in short time.
All that we have for three month is a denying this problem or "we will continue to inspect this issue".
Yeah... Such a big problem. They plan inspect it for years.
And people are going to colonize Mars in the near future. This is just a comedy.
I tried your suggestion to manually "Quit" the Turbo Boost application before shutting down and I was amazed that Turbo Boost didn't splash screen onto the desktop on the next startup.
I began cheering! Then I decided to shut down the PC without quitting Turbo Boost. I then restarted my PC and Turbo Boost did it's splash screen and remained
on the desktop until I "Closed" it. So either click close when the PC starts or click Turbo Boost "Quit" before you shut down. Still annoying and unnecessary.
I've seen some comments on this post that make me wonder if I understand what Turbo Boost does and does not do. On this Intel website Turbo Boost is explained.
I have five apps programmed into my Turbo Boost app. Some are cleanup programs. Some are malware programs. And two are the MS monthly "malicious software"
programs that MS puts out every month.
From what I think I have read I would say that if you haven't programmed Turbo Boost to operate with a specific program or app, it doesn't do anything. I could be wrong but from what I read on the Intel Turbo Boost website, users have to program it. If you don't have it programmed you might as well uninstall it for all the good that it does.
I have programmed mine and have compared the scan times with and without Turbo Boost and my programs complete taster with Turbo Boost.
But it is so annoying that the start up splash screen stays on and I must close it.
I guess I will wait until Intel has more time. What with having to patch millions of Intel CPU's in the meanwhile. They may even free up their top engineers to fix this issue. But I'm sure the top engineers are busy writing all of the patches for their faulty i7 CPU's. I hope the top engineers will get to this little problem someday. I'm sure the top engineers won't give up so easily.
Dedication and stick-to-it-ness. That is what made Intel Great! We can expect no less.

Thank you for patience, as previously stated, we have been trying to replicate this issue in our test lab however, so far all tests show that the ITBM 3.0 screen does minimize correctly on a clean Windows 10* RS3 installation.
We would like to reach out to you, since it is in our interest to get this issue fixed, and gather some additional information from your systems. For the ones that have not attached Intel® System Support Utility, is it possible for you to share that report with us?
Has anybody else besides tried clean installation of Windows 10*?
I'm a music producer and I also work in video, graphics and 3D. I have absolutely no time to rebuild my computer with its many programs and plugins. This bug will probably be easy to reproduce. There are many people with the same problem.
I start the PC and the ITBM 3.0 screen does not minimize correctly itself...
