There are two possibilities here, (1) your memory is bad (or incompatible) or (2) the board is bad. Have you tried running this board with the processor and memory that you have in the working board? I would try that next if you haven't.
If it turns out that the board is bad and you have warranty coverage (check here: Determine if Your Product Is Still Under Warranty), then you need to directly, by phone, chat or email (I recommend phone) contact Intel Customer Support regarding a RMA replacement.
