I’m sorry about the issue you are experiencing.
In this case, issues related with the Intel® MEI is handled by your motherboard manufacturer as they are more familiar with your system and how the components interact with each other.
You might need to reinstall the driver from your motherboard manufacturer website and update the BIOS, you can download it here:
I have the exact same problem on a System Model HP ENVY 15 Notebook PC . Updated the bios and reinstalled the driver. Not fixed.

The Intel® MEI is a Intel driver not HP or any other mother board maker. Seems this problem is across a number of different manufactures.
An update to the 2016 bios F.34 made the issue go away. Another update to the BIOS Version/Date Insyde F.35, 3/1/2017 made the issue come back. Hum?? HP really?
