As you know, the Intel® Xeon® Platinum 8168 Processor goes up to 3.70 GHz (Intel® Turbo Boost Technology 2.0 enabled), here is an example on how the Turbo Boost behaves on Intel® Core™ Processors, the behavior should be similar to the processor in question.

The table similar to the one you provided is not available yet as this a very new product. The table you saw in the link explains that the Max Frequency (3.7) will be reached when having only 1 / 2 cores enabled. So 3.7 will be reached when having 1 or 2 cores. If more cores are enabled, the Turbo Boost will increase the frequency in all cores but the max Frequency will decrease as it is distributed between all the cores.
