Did the problem start with new version 220.127.116.11 or did you already experirence that beforehand?
Try again later, maybe you caught the server doing maintenance?

I wish that was it, but I can't connect no matter the time of day. This is my first time using the program, but it works just fine on my laptop for some reason so I assume it's something with my desktop and not the program itself.
Yeah I have the 4.7 version installed. Confirmed it by reinstalling the program with your link. The error message in the advanced details is also still the same btw.
What comes in my mind is that you migh try to:
A.) Ping to Intel update server via your CMD. (Ask admin for IP if you dont know it/ see it.)
B.) Reset your Winsock, DNS and IP with Connectivity Fixer and try again.
C.) "Temporary" disable your Firewall. Restart PC and try again. Do not forget to enable Firewall again!!!
D.) Check if you have enabled "zone protection" in your virus scanner. (Disable it temporary, but do not forget to enable it after!!!)
E.) Check your hostfile for abnormalities
F.) Check for BHOs with Malwarebytes or HiJackThis
G.) Restart you Router
