Did the problem start with new version 126.96.36.199 or did you already experirence that beforehand?
Try again later, maybe you caught the server doing maintenance?
If you are in a hurry, download drivers manually from Drivers & Software
What comes in my mind is that you migh try to:
A.) Ping to Intel update server via your CMD. (Ask admin for IP if you dont know it/ see it.)
B.) Reset your Winsock, DNS and IP with Connectivity Fixer and try again.
C.) "Temporary" disable your Firewall. Restart PC and try again. Do not forget to enable Firewall again!!!
D.) Check if you have enabled "zone protection" in your virus scanner. (Disable it temporary, but do not forget to enable it after!!!)
E.) Check your hostfile for abnormalities
F.) Check for BHOs with Malwarebytes or HiJackThis
G.) Restart you Router
