It is possible that a particular device is preventing the system from accessing the operating system . For testing purposes, please uninstall all devices such as the hard drive,dvd unit front panel.
Just keep the CPU, minimum amount of system memory. Also remove the If the issue is resolved, then proceed to add one device at a time with subsequent reboots to determine, which device is causing the problem.

I have removed all hard drives, memory. The only other item on the board is an Innox GT8600 display card.
I cannot even go to the BIOS as this is not loaded yet. It is only the intel splash screen. I have also removed the battery to reset the BIOS and also used the jumper reset the bios with no luck.
Also remove the display card and test the desktop board with the minimal configuration: just 1 stick of memory, processor, power supply, also remove the front panel connector and any other external device.
