In regard to your inquiry, the Intel® Max turbo frequency is the maximum single core frequency at which the processor is capable of operating using Intel® Turbo Boost Technology. In this case, not sure if I am checking at the correct model, but if the processor you have is the Intel® E5-2660 v4, that processor supports Intel® Turbo Boost Technology 2.0. which works automatically depending on the work load the processor is getting at any specific moment. When the processor detects that there is high work load it will activate the Intel® Turbo Boost Technology.
