Edit: On further testing, I think I may have a bad router.
Often when I download a large file, especially through ftp, the ac8260 will exhibit throttling behavior and not be able to recover.
Here is the example file where I can keep replicating the issue.

This is a very fast public distro server that has both the ftp and http protocol on the same server.
I'm using Windows 10 x64. latest proset drivers.
My wireless connection is good. no packet loss. 4 bars. Connection rate 468-560mbps on 5ghz AC.
My internet speed is 120mbps. Spectrum cable broadband with 16 channels bonded on the modem.
linksys ea6400 router.
Speedtest.net shows I max out my internet connection consistently. Ping test to google.com shows no packet loss.
When I download the large file over ftp, sometimes it will sustain 120mbps for a minute, then drop down to 20mbps and stay there, even though my wireless rate is still at ~500mbps.
I have to stop and restart the download several times to make it shoot up to 120mbps again.
So the distro server is definitely not throttling me.
Even on http, I can get sudden speed loss on large files, and I have to restart the download several times to maintain maximum single thread speed.
If I get lucky it will download the whole file at 120mbps without speed drop.
I discovered that one way to artificially create the problem is to download the .iso from the utexas http link above. Download part of the file through Chrome browser, then cancel the download.
Repeat this a few times, and every few times, it will be limited to very slow speed. In my case, sometimes it won't go above 10mbps.
Cancel and restart download, and I might hit 120mbps again.
Is this a defect of the ac8260 ?
or is it designed to behave like this?
How is the 8260 adapter negotiating the connection speed?
Why can't I hold a steady fast download speed with a good wireless connection?
I noticed some mention that the AC7260 suffers from speed drops too.
