Just to let you know, the processor has no operating system restriction, meaning that either Windows® 7 or 8 should work with it with no problems. However, the board does have a restriction in terms of the version of Windows that you can install. In this case since you already replaced the memory RAM and the board, then most of the times that indicates the problem could be the processor.
Remember that the proper memory for the processor should be: DDR4-1866/2133, DDR3L-1333/1600 @ 1.35V, please make sure that is the memory you are using and also you can test the PC using just one memory stick to rule out a possible problem with it.
Do you have the option to test the PC with a different processor?
If that option is not available for you, then you can try to replace the processor with the place of purchase depending on the warranty conditions they have, or we can always replace it for you.
