This sure sounds like a driver issue. I suggest you boot in Safe mode... if that starts right up, the problem is 100% a driver issue.... I would also try removing any external USB attached devices that are non-essential.
These steps will help narrow the problem but I highly doubt you have a HW problem.

Try reinstalling the drivers and run Windows update; you can download the drivers for the NUC here:
Also, if this was not happening before try to remember what was installed on your system before this start happening, it could be a driver or application that you installed, then uninstall it and see how it goes.
