This sure sounds like a driver issue. I suggest you boot in Safe mode... if that starts right up, the problem is 100% a driver issue.... I would also try removing any external USB attached devices that are non-essential.
These steps will help narrow the problem but I highly doubt you have a HW problem.

Thank you for contacting the Intel community.
Try reinstalling the drivers and run Windows update; you can download the drivers for the NUC here:
Also, if this was not happening before try to remember what was installed on your system before this start happening, it could be a driver or application that you installed, then uninstall it and see how it goes.
It seems to be working correctly now. I'll keep an eye on it and report back if there are further problems.
Thanks for everyone's help.
I may have spoken too soon. I fired up the machine this morning and it did it again. I will check later tonight or tomorrow for any driver updates I might have missed.
Thank you for the information and please let me know how it goes and if the issue persists please attach you system information to further check, you can use the Intel® SSU to gather the information.
Intel SSU (System Support Utility) (https://downloadcenter.intel.com/download/25293/Intel-System-Support-Utility):
Download Intel® System Support Utility
- Download the utility
- Run the exe and select ‘Scan’
- Save and include as an attachment in the Intel Community Forum
Okay! So far so good... Thanks to everyone for your help; I think the actual utility program found the issue and solved it.
