I am sorry to hear you are having issues with your new Intel® NUC.
At this point, I would recommend returning the item to the store (you have 30 days to do so), this because you have updated the BIOS and changed cooling settings.

According to your answer I assume that you are aware of this issue, which at present seems to be a hardware problem rather than software.
hope you resolve it soon and hope that will not have a problem with returning the product.

I recommend that you try the following,
1. Change the Power Settings in BIOS from Max Performance to Balanced (i.e. uncheck Max Performance Enabled and then check Balanced Enabled)
2. Change the default programming to the following:
3. In the Windows Power Options Control Panel applet, ensure that the preferred plan is set to Balanced (and NOT High Performance).
