To attach a file, you must click “Use Advanced Editor” on the upper right hand corner of the response box, then the “attach” option will appear on the bottom right hand corner of the response box.
I don't believe this to be Lenovo only.
HP Spectre laptops are having the exact same issue.

The HP community has isolated the issue it to enabling VT in BIOS.

I have a 2017 Spectre X360 15", not a Thinkpad X270, however this laptop was having the same problem. Really bad flickering when VT-d was enabled in the BIOS. I'm happy to report that the latest driver update from Intel appears to have fixed this issue. I installed version 220.127.116.1178, which is one version later than the one you posted. With this version, I haven't seen any flickering for a couple of hours now.
Unfortunately, HP's version of this driver is a lot older than this. I had to manually force the install of this driver by giving Device Manager the .inf file.
Hopefully the driver update fixes the OP's issue with the Thinkpad as well. I saw reports of Dell XPS users also had the same problem. You guys should get on the OEM's cases to push out drivers faster, or just let you push the drivers out via Windows Update.
