NUC7i5 HDMI audio only getting stereo on Fedora 25

I have installed Fedora Linux 25 on a new NUC7i5 connected via HDMI to an AV receiver, and I am unable to get anything other than stereo out. I can plug a notebook (also running Fedora 25) into the same HDMI cable, and it can get PCM audio with 5.1 channels fine, so I know it isn't a problem with the cable, receiver, or software (except for drivers that are different between my notebook and the NUC).

I have updated the BIOS and installed the HDMI firmware update (had to install Windows for that), but it has not made a difference. Linux still only gets stereo audio.
