First of all, make sure you are using the latest image by downloading it from https://software.intel.com/en-us/iot/hardware/galileo/downloads. Follow the steps in https://software.intel.com/en-us/get-started-galileo-windows to make sure you are booting correctly. If everything goes as expected, if you enter the command cat /etc/version, you should see the output: 201605251601.
If you are on the latest image, the opkg repo should be correctly set up. So, you would just have to set up an internet connection on Galileo, you can do so with connman as it is also explained on the guide I shared above.
However, zbar is not found on the official repo, so you'll have to install it from source. You can get the package from http://zbar.sourceforge.net/index.html, I suggest you to follow the instructions found in the source code and if you have issues building the package, contact the developers in https://sourceforge.net/p/zbar/discussion/664596/.
