According to DELL, Windows 10 is not supported on your machine:
Nothing above Windows 7 is supported.
Regarding the INF, Windows 10 already has all your system needs to know.
This is your processor: Intel® Pentium® Processor T4500 (1M Cache, 2.30 GHz, 800 MHz FSB) Product Specifications
It is more than 7 years old and is not supported on Windows 10.
Your graphics are Intel Mobile Intel Graphics Media Accelerator 4500MHD.and are also not supported under Windows 10.
If your PC is a desktop, you might be able to add a graphics card. But, be careful here - not all cards are compatible.
The chipset inf will do absolutely nothing for you.
Your best path is to get a new or newer machine that is supported on Windows 10.
Actually, answering the original question, the current releases (i.e. v10.0 and newer) of the Intel Chipset Software package (a.k.a. INF Update Utility) contains support for (only) 7 Series and newer chipsets. For systems that utilize 6 Series and older chipsets, you are required to use v9.x and older releases of the package. Here is a link to a version of this package that you can use with these older chipsets: Download INF Update Utility for Intel® 6, 5, 4, 3 and 900 Series Chipsets. Note that this package supports only Windows 7 and earlier versions of Windows.

I understand you were trying to install an updated chipset driver for Windows® 10.
I regret to inform you that Windows® 10 is not supported on this computer and if you would like to continue with your current operating system you will need to keep using windows updates.
My recommendation is to go back to a supported operating system.
Hope this information is helpful.
