I7 7700 - Aumento repentino da temperatura

Gostaria de saber se é normal o aumento brusco da temperatura do meu processador. Basta apenas abrir qualquer aplicativo para que a temperatura suba de 37 graus para 64 graus celsius em apenas alguns poucos segundos. Creio que isso gera um estresse desnecessário no cooler do processador, além do alto barulho da ventoinha. Seria algum problema com os sensores da minha placa mãe ou com o processador em si? Seria caso para solicitar a garantia junto a Intel ou a loja?
