This behavior you describe sometimes is caused by an outdated BIOS version on the board.
You can download the latest BIOS update package from the following URL: https://downloadcenter.intel.com/download/26677/Intel-Server-Board-S1200SPO-S1200SPOR-BIOS-and-Firmware-Update-for-Intel-One-Boot-Flash-Update-Intel-OFU-Utility-and-WinPE-with-Intel-SGX-Support?product=97951
You will find the installation instruction from the readme file.

Board BIOS is updated, chipset, RAID adapter firmware, and even all Windows updates are completed. If there's an update available for anything in this machine, I have installed it. That's why I am a bit curious.
Am I understanding you correctly that this is NOT just a normal trait of this unit then?

Well, the "normal behavior" changes over the time with different BIOS updates where changes are made to correct issue found during operation.
In your particular case I would like to get some recent logs and check if there are errors reported that might be causing the fans to act like that. You could do this using the sysinfo utility. Did you ever have any luck with this? I've built 3 of these now and same problem. I've had a couple cases open with Intel, but by the time we start to get anywhere (after collecting and sending logs), I've had to deliver the servers to the customer.
They complain about the noise, usually it's just for a few seconds, but occasionally the fans ramp up and stay that way for hours. I end up having to reboot the server to get them to slow down again.

We have created a report for this type of issues in the following article Noisy Fan Issue on Intel® Server Board S1200SPL with Intel® Server Chassis P4304XXSHCN. This could be the root cause of the issue. You may also follow the troubleshooting steps for noisy fans in our Intel servers.
