Please bear in mind that this is not an unlock processor and changing the processor frequency or voltage will cause your system to be unstable.
The Intel® XTU reads the information from your computer BIOS, so if you make changes to the voltage from the Intel® XTU reinstalling the operating system will not take effect.
The voltage you show should be ok; you can check this processor voltage range here:

Yes, you can try a BIOS update, you can also try to access the BIOS press F9 on your keyboard to set the BIOS to default settings and then press F10 to save all changes and that also set your processor values to default settings.
