In this case, seems that the keyboard/mouse you are using is not fully compatible with Windows® 10, probably that's the reason why the keyboard/mouse work in the BIOS but not once you are in the OS. You may want to check the following information:
All-in-One Media Keyboard > Specifications Tab > Operating systems.
Tested Peripherals for Intel® NUC Kit NUC6CAYH/NUC6CAYS > Keyboards and mouse devices.
You can try updating the drivers (Wireless, Bluetooth and update the graphics (again)) and also the BIOS but the best recommendation is to get a fully compatible keyboard/mouse with the OS you are using.
All drivers/BIOS are available here.
Also, for testing purposes, you can use a wired keyboard & mouse to see if the problem persists.

But as I said, the keyboard is working fine as long as I dont intall the latest graphic drivers. In another (Brix3150)PC with the Windows 10 is keyboard working fine. Even the another mouse and keyboard is working fine on another PC with Windows 10. Its not compability problem its drivers issue, the keyboard is not fully compatibile, but it means that all the shortcut on the keyboard are not supported, but the basic funkcionality is working fine....
