In regard to your inquiries, yes, this could be a graphics issue and in the case we detect it is a hardware problem, then we will need to replace the NUC itself, to replace only the processor is not an option because it is embedded on the board inside the NUC.
We just wanted to verify a few details:
Which video port are you using, are you using adapters or converters?
Did you try to use a different video cable?
Did you test the NUC with a different TV or monitor?
A BIOS update to the latest version will be a good thing to try:

I believe at this point that I will need to return the NUK for warranty service.
