To answer your question, no, it is not true.
The memory controller is located on the processor, according to the specifications of it, the memory supported is: DDR4-2133/2400, DDR3L-1333/1600 @ 1.35V, you can confirm that information on the link below:
So, if the memory is running at 2800MHz or 3466MHz, you are forcing the processor to run at speeds that it does not support, so sooner or later there will be instability problems with the PC, the max memory speed for this processor should be 2400MHz.
