Can you get into BIOS Setup? If you can, do so and then scroll down to and open the Additional System Information scene. At the bottom of this display (you may have to scroll down to see it) will be a display of the Intel Management Engine (ME) firmware revision. Is this value either blank or set to 0.0.0.0? If so, it is an indication that the ME is not operating and this is usually the result of a failure during the update process. The way out of this state is via BIOS recovery.
You said you are currently running on BIOS 99, right? I suggest that you reinstall BIOS 99, but this time do it via the Recovery method. For more information, consult the following:
Once you have reinstalled BIOS 99 using the Recovery Method, you should be able to then install the subsequent BIOS releases. If this proves to be problematic, you can also try installing the subsequent BIOS releases using the Recovery Method.

Could you please confirm the model of the board?
I looked for the BIOS 0099 in our web site, and it says that BIOS version is compatible with the following boards:
Intel® Desktop Board DH61BE
Intel® Desktop Board DH61ZE
Intel® Desktop Board DH61DL
Intel® Desktop Board DH61SA
Intel® Desktop Board DH61WW
Intel® Desktop Board DH61CR
The model of the board that you gave us is not showing there, so before you do the BIOS recovery please make sure you are using the correct BIOS version to avoid any problems with the update.
