Erratic behavior when using a 9 V battery to power an Edison board may be caused by insufficient current. Could you please tell me what kind of battery are you using?
Just in case, carbon zinc batteries do not deliver as much current as alkaline batteries.

Came with a starter kit I got for an Uno. Also, is it possible to power through J16 when the device is in host mode?

Since you are using a carbon battery, I’ll suggest you to try powering your board with an alkaline battery.
Regarding your question, if you want to use the board as a USB host, power must be supplied externally using either J21 or J22. In other words, you can’t power through J16 when the device is in host mode.
