How to fix Screen flickering issue with Intel HD Graphics 530 on my Dell Inspiron 7559?

      Answers (N/A if not applicable)

Provide a detailed description of the issue

Every time a game enters full screen, the screen flickers (showing black background with lines of various colors). It also happens whenever I wake the laptop from sleep after clicking the mouse. A restart of the laptop is needed to make the screen stop flickering.

Please place an X to the right of the option showing how often you see this issue using specific steps. (Ex: 'Every few times a game is started it flickers.' <- This would be "Often")

      Always (100%):

      Often (51-99%): X

      Sporadic (20-50%):

      Very Sporadic (<20%):

      Hybrid or switchable graphics system?
ie Does it have AMD or NV graphics too?

      Yes, it has the GTX 960M w/ 4GB GDDR5.

Make and model of any Displays that are used to see the issue.

      16 GB of RAM

Provide any other hardware needed to replicate the issue.
ie: Cables&brand, cable type [vga, hdmi, DP, etc], dock, dongles/adapters, etc

None, the issue is confined with the laptop itself.

Whenever I start a game in full screen, the problem always appears*.

The problem still persists whether the laptop is plugged in or not.

      How to repro

Please provide steps to replicate the issue.  These steps are very crucial to finding the root cause and fix.
A screenshot to illustrate the issue is a huge plus. A video of the failure is even better! Attach to the post or provide the YouTube link.

      A. When waking the laptop from sleep:

      1. Click the Power button in the Start Menu.

      2. Click Sleep.

        3. Move or click the mouse for a bit, then wake the laptop.

        4. Screen is flickering.

      B. When playing any game that enters full screen.

      1. Start any game that enters full screen.

      2. Screen will start flickering immediately.

      * I have found 2 "band-aid" solutions, but it doesn't work for all games/software. I checked the "Disable display scaling on high DPI settings" in the Compatibility tab under the .exe properties and I simply ran the game in Windowed mode (borderless).

Another "band-aid" solution I found involves disabling the Intel HD Graphics driver in the Device Manager and just using discrete graphics, but I would like a permanent solution to the problem.

I have read and tried the solutions in Post #85 of this page: Intel HD Graphics 530 driver causing screen flickering, but all didn't work.

Attached are the outputs from Intel SSU, DxDiag, DispDiag, as well as the hardware stepping. Thanks in advance.
