I have recently purchased a TS140 ThinkServer with a Xeon E3 1226 V3 processor and 28GB of RAM. The os is Windows 10 Pro. The purpose of the machine is development. Web development worked fine and as expected. Development on Adobe Creative Suite (particularly InDesign) has proven to be impossible! It takes 30 minutes to open a document. Each click after that takes about 5 minutes. The documents I am opening do not exceed 800K. Has anyone encountered this or do you know of a solution?

According to the information from Adobe, the requirements to use the InDesign CS6 tool are the following:
Windows
-Intel® Pentium® 4 or AMD Athlon® 64 processor
-Microsoft® Windows® XP with Service Pack 3 or Windows 7 with Service Pack 1.Adobe® Creative Suite® 5.5 and CS6 applications also support Windows 8. See the CS6 FAQ for more information about Windows 8 support.

-1.6 GB of available hard-disk space for installation; additional free space required during installation (cannot install on removable flash storage devices)
-1024 x 768 display (1280 x 800 recommended) with 16-bit graphics adapter

-Some features in Adobe Bridge rely on a DirectX 9–capable graphics adapter with at least 64 MB of VRAM

Now, that is for Creative Suite 6, not sure if that is the version you are using, but as you can see the Intel® Xeon processors are not listed as compatible and the same thing with Windows® 10, it is not listed under the supported operating systems, as you can confirm above. The reason why is working so slow could be related to a compatibility problem between the application itself and the processor and Windows® 10, specially if the problem only happens with this software, even though the Xeon processor in your PC is actually really good.
As an option to make sure of the information above, Adobe has their own forum support, in there you might be able to get further peer assistance and suggestions in order to try to fix this problem:

I also encourage all the peers viewing this thread to provide additional information and comments about this subject and how to try to fix it.
One of the things you can try is a BIOS update to the latest version available and to try the latest graphics drivers from them:

The processor works with Intel® HD Graphics P4600, I looked for graphics drivers in our web site, but there are no drivers available:
