To address this issue please try installing the latest Intel® generic graphics driver, you can download it here:
If you get an error installing this driver uninstall the one you have installed and then install the new version manually.
Also, make sure Windows is up to date and the latest Microsoft .NET Framework 4.5 is up to date from Official Microsoft site.

I’m sorry for the late reply.
This error shows that there was a time-out error accessing the Video card. This can be caused by software (drivers or applications) or hardware (GPU, RAM or Motherboard). Since you already tried known good working drivers, then I would suggest looking at hardware.
