I recently noted Intel Customer Support saying that the Bluetooth package needs to be installed before the WiFi package (though I previously thought it didn't matter). I suggest that you
(a) uninstall the two driver packages that you currently have installed
(b) reboot (important!)
(c) install the Bluetooth package followed by the WiFi package...

We understand you are not able to connect to WiFi nor Bluetooth* after installing the Intel® Dual Band Wireless-AC 3160 in your NUC. Please check the following and let us know if this helps:
- Make sure that the antennas are firmly plugged to the connectors of the wireless adapter, as seen in step 3 of the Intel® NUC Kit DC3217IYE Integration Guide, and in pages 5-6 of the Intel® NUC Kit DC3217IYE User Guide.
- Do a clean install of the recommended driver versions for your new adapter:
Intel® Wireless Bluetooth® Software for Windows® 10 [19.30.1649]
Intel® PROSet/Wireless Software and Drivers for Windows® 10 [19.30.0]
- Check the Device Settings and confirm Bluetooth* is enabled. Also, verify WiFi is On in the Network & Internet Settings.
