    NUC6i5SYH chassis is electrically charged

I just purchased the NUC6i5SYH and got unpleasant mild electrical shocks upon touching the external chassis when the power is on.  The shocks are even greater when I touch the back side of the chassis (where the HDMI, LAN, USB ports are).  I used a test pen to check and realized the chassis is already electrically live when the switch at power socket is turn on (but the NUC not necessary to be power on). Is this normal or it means the unit is defective? (perhaps some internal circuitry is touching the chassis internally in an unintended way, thus causing the chassis to be electrically charged)

Appreciate if anyone can help to provide answers.
