The three beep code means you have a problem with memory, in other words, the processor and motherboard are communicating each other.
I just checked board and processor are compatible with minimum BIOS version 21

What is the part number for the DIMMs you are trying to use? The DIMMs must be able to operate at 1.5V; there is no support on this board for lower voltage DIMMs.

It was a motherboard, it was one of the few that met the requirement for CPU and ability to use a GTX 970 video card.
No, Chris, Intel no longer makes Desktop Boards. This is one of the Desktop Board products that they produced before they shutdown the business (they last produced boards with 8 Series chipsets for 4th generation processors).
