Have you enabled UEFI? The media may require UEFI boot.

On the BIOS make sure that both legacy and UEFI boot are checked.
Maybe there USB bootable file is not working properly, as an option you can create the USB bootable on the following site, if it is possible try to create it from the disc itself:
Try different USB ports as well.
There is another method to install Windows, while the USB is connected to the NUC, please restart the NUC and when it is starting up tab F10 several times, we should be able to get the boot menu where you can manually choose the device to boot from, in there the USB should be listed and you just need to choose it.

The problem is fixed with a new bootable USB (USB2.0) created from Windows10.
